1. General Provisions1.1. These Rules have been developed in accordance with Federal Law No. 498-FZ dated 27.12.2018 “On Responsible Treatment of Animals” (hereinafter – Federal Law No. 498-FZ), Resolution of the Government of the Russian Federation No. 1912 dated 27.11.2025 “Rules for the Provision of Hotel Services and Services of Other Accommodation Facilities in the Russian Federation,” as well as Resolution of the Government of the Russian Federation No. 974 dated 29.07.2019 “On Approval of the List of Potentially Dangerous Dogs,” and regulate the procedure for accommodating guests with pets at the Pine River Hotel.
1.2. These Rules are an integral part of the Offer Agreement posted on the hotel’s official website. By making a reservation indicating a pet, the guest confirms that they have read and agree to these Rules.
1.3. Grounds for establishing restrictions on certain dog breeds: Article 421 of the Civil Code of the Russian Federation (freedom of contract), Article 426 of the Civil Code of the Russian Federation (the right of the service provider to determine the conditions of hotel services), Article 14 of Federal Law No. 498-FZ (full liability of the owner for damage caused by an animal). Restrictions are introduced solely to ensure the safety, life, and health of other guests and hotel staff.
2. Animals Allowed for Accommodation2.1. The following are allowed for accommodation in the hotel:
- dogs weighing up to 25 kg inclusive (breeds not included in Section 4 of these Rules);
- cats;
- small decorative rodents (hamsters, guinea pigs, etc.) kept in closed cages/carriers;
- decorative birds kept in cages.
2.2. Accommodation of other animals (reptiles, exotic animals, farm animals, etc.) is possible only with prior approval from the hotel administration.
3. Notification at the Time of Booking3.1. A guest planning to stay with a pet must inform the hotel at the time of booking and provide the following information:
- type of animal;
- breed and sex (mandatory for dogs);
- weight of the animal;
- наличие veterinary passport with vaccination records.
3.2. Accommodation with a pet not declared at the time of booking is not permitted without additional approval from the administration.
4. Restrictions on Dog BreedsThe Pine River Hotel reserves the right to refuse accommodation with certain dog breeds in order to ensure the safety of guests and staff. Such refusal is not discrimination and is based on the provider’s right to determine service conditions (Articles 421, 426 of the Civil Code of the Russian Federation).
4.1. Breeds Refused Accommodation Without ExceptionAccommodation is not provided for the following breeds and their mixed breeds:

Note: Breeds listed in items 14–20 are not included in the List under Resolution No. 974; however, their restriction is independently established by the hotel based on the freedom of contract (Article 421 of the Civil Code of the Russian Federation) to ensure guest safety.
4.2. Procedure for Refusal of Accommodation
If a guest applies with a dog breed listed in clause 4.1, the administrator has the right to refuse accommodation with the wording:
“In accordance with clause 4.1 of the Rules for Accommodation with Pets at Pine River Hotel, accommodation with a dog of the [breed name] is not provided.”
The use of informal, evaluative, or legally vague characteristics (including “fighting breed”) is not permitted.
5. Requirements for Animal Documents5.1. Upon check-in, the guest must present:
- a veterinary passport with a rabies vaccination record (administered at least 30 days and not more than 12 months prior);
- vaccination records against distemper, leptospirosis, parvovirus (for dogs);
- proof of parasite treatment (no later than 30 days before arrival).
5.2. In the absence of the required documents, the hotel reserves the right to refuse accommodation with the animal.
6. Conditions for Keeping Animals on Hotel Premises6.1. General Requirements
- the animal must be under the constant control of the owner;
- throughout the hotel territory, except for the guest room, dogs must be on a leash; dogs weighing over 15 kg must additionally wear a muzzle;
- animals are not allowed in restaurants, SPA areas, conference rooms, or the swimming pool;
- the animal must not disturb other guests: make noise at night (from 22:00 to 08:00) or show aggression.
6.2. Room
- leaving the animal unattended in the room is prohibited;
- the animal must not be on bedding or upholstered furniture without protective covering;
- the guest must clean up after the animal in the room and on hotel grounds.
7. Additional Charges7.1. Accommodation with an animal is a paid service. The current rate is indicated on the hotel website and at the reception desk.
7.2. In case of damage caused by the animal to the room or other hotel property, the cost of repair will be charged additionally based on an inspection report. The owner’s liability is established by Article 14 of Federal Law No. 498-FZ and Article 1064 of the Civil Code of the Russian Federation.
8. Liability of the Parties8.1. The guest bears full responsibility for the actions of the animal and any damage caused to other guests, staff, or hotel property in accordance with Article 14 of Federal Law No. 498-FZ and Article 1064 of the Civil Code of the Russian Federation.
8.2. The hotel is not responsible for injury or death of the animal caused by the actions of the guest or third parties.
8.3. In case of systematic violation of these Rules, the hotel has the right to terminate the hotel services agreement early. In such case, the guest’s deposit is non-refundable.
9. Final Provisions9.1. These Rules come into force from the moment they are approved by the General Director and published on the hotel’s official website.
9.2. The hotel has the right to amend these Rules unilaterally with mandatory updates on the official website and information boards.
